Arsenio Larosa Jazmin was a sprinter who competed in the men's 400 m at the 1964 Summer Olympics. He was one of the great early quarter milers from Bico who inspired and led Bicol to become a powerhouse in the 400 meters for decades. He was a late bloomer and didn’t begin to progress until college.

Jazmin won the National Open in 1960 with a run of 48.8 and also took another win with a time of 48.9 that same year. He also won the 800 m. In 1962, he timed 49.15 and 48.63 to qualify to the 1962 Asian Games’ finals. Jazmin ran the 400m dash at the 1964 Tokyo Olympics, timing 49.9m and placing 5th in Heat 2 but failed to progress any further. Jazmin held the Philippine 400m record from 1962 to 1973.
